"This speech was given on November 3, 2003 at the Alaska Native Education Summit. I argue for transforming ANCSA section 7(i) funds into Alaska Native cultural education. It has been pointed out that section 7(i) sharing funds are continuing to support some regional corporations. I belong to one so I am not making light of the issue. However, if thirty years after the passage of ANCSA these corporations still require “fiscal life support” they should become non-profit organizations focused on cultural education.
Cultural education seems important to avoid the state legislation simply using the funds to reduce state support for schools with predominantly Alaska Native students."
